The defined geographic region within which a healthcare provider or provider organization delivers clinical services to patients, used in network adequacy analysis and health plan service area compliance. Provider service areas may be defined by ZIP codes, counties, metropolitan statistical areas, or custom geographic boundaries. For health plans, the service area defines where the plan is approved to market and enroll members.

Matching member ZIP codes to provider service areas is fundamental to network adequacy measurement. Healthcare data teams build provider service area tables that map provider NPI to geographic coverage zones, use service area data in GIS-based network adequacy models to calculate member access rates, and produce CMS-required service area filings demonstrating adequate provider access within the plan approved geographic footprint.
