In quality measure design, an adverse clinical event or service that a measure aims to reduce rather than increase, such as inpatient admissions, emergency department visits, unplanned readmissions, or avoidable complications. For negative outcome measures, lower rates indicate better performance and the performance rate is calculated as the percentage of the denominator experiencing the negative event. Plan All-Cause Readmissions and Potentially Preventable Emergency Visits are examples of negative outcome HEDIS measures.
