The full Medicare Beneficiary Identifier used in CMS administrative systems to uniquely identify Medicare beneficiaries across Part A, Part B, Part C, and Part D enrollment and claims transactions. Introduced in 2018 and fully implemented by January 2020, the Medicare Beneficiary Identifier replaced the Health Insurance Claim Number to eliminate Social Security Numbers from Medicare cards and administrative transactions. The MBI appears on Medicare cards and is required for all Medicare claims submissions and eligibility inquiries.
Healthcare data teams use mbr_mbi_id as the primary key for Medicare beneficiary records, validate format compliance using CMS published validation rules, and maintain crosswalk tables linking MBI to legacy HICN values for historical data reconciliation.
